Nitin Madan, an Additional district magistrate conducted a meeting with the officials of the Greater Noida Industrial Development Authority (GNIDA), Noida Authority and Yamuna Expressway Industrial Development Authority (YEIDA) to discuss how to implement the rules in the city. The ABC Rule also states the responsibility for the sterilisation and vaccination of stray dogs. If you have a pet, then the owner will have the responsibility for the immunisation, deworming and sterilisation. In the case of a stray animal, the authority will be responsible for the duties. The concerned authority will also have to engage with animal welfare organisations to conduct an animal birth control programme as per the rules laid in the ABC.
“The ABC monitoring committee shall be constituted by the local authority. They will meet at least once a month to assess the progress regarding the implementation of the ABC programme. Local authorities, in consultation with the monitoring committees, may decide to control the excess population of street dogs through an animal birth control programme in a specific area or region. The authority shall set up an animal complaint cell to receive information or complaints about dog bites from street dogs suspected to be suffering from rabies,” the ABC Rules state.
The district administration also instructed local authorities to form monitoring committees that will help in the implementation of ABC programmes as per the rules to measure the population of street animals in the city. This will help in eradicating rabies as well as man-animal conflict.
